David serves as Vice President and Commercial Underwriting Counsel for the Philadelphia National Commercial Services (NCS) operation. Prior to joining the NCS in 2022, he was counsel with Fidelity National Law Group where he prosecuted and defended title insurance claims on behalf of insureds. Before joining Fidelity, he practiced creditors’ rights law representing mortgage lenders for over 20 years.

David has been a member of the steering committee for the Philadelphia County Mortgage Foreclosure Diversion Program since its inception in 2004 and served as co-chair from 2018 to 2020. He is a member of the Finance Committee for Philadelphia VIP. David earned his undergraduate degree at the University of Pittsburgh and his law degree from Widener University School of Law. He enjoys spending his free time with his wife and is an avid Philadelphia sports fan. David also skis and plays ice hockey.
